EICR vs EPC Certificates: What They Cover and Why You Need Both

But they check completely different things and serve different legal purposes. This guide breaks down what each certificate covers, when you need them, and how they work together in your compliance checklist.

What Is an EICR?

An Electrical Installation Condition Report (EICR) is a safety inspection of a property's fixed electrical installation. This covers wiring, sockets, the consumer unit, switches, and other fixed electrical parts of the building.

A qualified electrician tests the installation and checks it against national safety standards. The report flags any faults, damage, or wear that could cause a shock or fire risk. Each issue gets a code, from C1 for immediate danger down to C3 for improvement recommended. If the electrician finds a C1 or C2 issue, the report gets marked unsatisfactory and needs remedial work. Landlords in England have been required to have a valid EICR since April 2021. A copy goes to tenants before they move in, and again at every renewal.

What Is an EPC?

An Energy Performance Certificate (EPC) measures how energy efficient a building is. A trained assessor looks at insulation, heating systems, windows, and construction materials, then gives the property a rating from A to G. A comes with the lowest running costs and lowest carbon emissions. G sits at the bottom. The certificate lists the current rating alongside a potential rating, plus a set of recommendations for improving efficiency. These might include loft insulation, double glazing, or a more efficient boiler.

An EPC applies to both residential and commercial properties. You need one whenever a property gets marketed for sale or rent, not only during an active tenancy.

The Core Difference Between EICR and EPC

An EICR checks safety. An EPC checks efficiency.

The EICR asks one question: is the electrical system safe to use right now. The EPC asks a different question: how much energy does this property waste, and what would it cost to fix that.

Because they measure different things, one certificate cannot replace the other. A property can pass its EICR with no electrical faults and still score a poor EPC rating because of old insulation or an outdated boiler. The reverse works the same way. A newly renovated home with a strong EPC rating can still fail its EICR if the wiring behind the walls is outdated.

Legal Requirements for Landlords

Both certificates carry separate legal obligations, and skipping either one puts you at risk of fines.

For the EICR, you need an inspection at least every 5 years, or sooner if the previous report recommends it. A copy goes to your tenant within 28 days of the inspection, and to any new tenant before they move in. Local councils can request a copy too, and you have 7 days to provide it once asked.

For the EPC, the property needs a rating of E or above under the Minimum Energy Efficiency Standards (MEES) unless you hold a valid exemption. Below E, you cannot legally let the property. The certificate stays valid for 10 years, though you will usually renew it sooner if you make efficiency improvements or list the property again.

Missing either certificate exposes you to penalties. EICR non-compliance can bring fines up to £30,000 per breach. EPC non-compliance brings fines up to £5,000 for domestic properties and higher amounts for commercial ones.

How Long Do EICR and EPC Certificates Last

An EICR for a rental property stays valid for 5 years. Commercial properties often need checks every 3 to 5 years depending on the type of business and usage. An EPC lasts 10 years regardless of property type, unless you carry out work that changes the building's energy performance and choose to update it sooner.

Do You Need Both an EICR and an EPC

If you rent out a property in the UK, the answer is yes. These are two separate legal requirements, and having one in place does not excuse you from the other. A letting agent or solicitor checking your compliance paperwork will ask for both.

The good news is you rarely need to book them separately. Ordering an EICR and EPC together as a bundle often works out cheaper than paying for two individual call-outs, and you only need to coordinate one visit with your tenant or agent.

What Happens If You Skip One

Landlords sometimes assume a recent boiler service or new fuse board removes the need for formal certification. It does not. Without a valid EICR, you cannot prove your electrical installation is safe, and any incident involving faulty wiring becomes a serious liability. Without a valid EPC, you cannot legally market or continue letting the property once it falls below an E rating.

Beyond the legal risk, missing certificates slow down property sales and remortgages. Buyers' solicitors ask for both documents during conveyancing, and gaps in your paperwork can delay completion.

Which Certificate Matters More

Neither certificate outranks the other. They protect different things. The EICR protects people from immediate physical harm. The EPC protects tenants from unreasonably high energy bills and supports the UK's wider carbon reduction targets. Treat both as equally non-negotiable parts of your compliance checklist rather than ranking one above the other.
