EICR inspections across Hertfordshire

Hertfordshire is where twentieth-century planned housing was invented and built at scale: Letchworth, the first garden city; Welwyn Garden City after it; and then Stevenage, Hemel Hempstead and Hatfield, three of the earliest post-war new towns. A large share of the county's rented homes were built between the 1920s and the 1970s to a plan, and their electrics have been altered piecemeal ever since.

We inspect across the county for landlords meeting the 2020 regulations, for homebuyers, and for owners, from Watford's Victorian terraces and Metroland semis to the newest estates on the Hitchin, Baldock and Bishop's Stortford fringes.

A qualified electrician carries out the inspection, and the report is the full schedule of circuits and observations. On a garden-city house carrying three generations of wiring, that schedule is the only record of what is actually connected to the board.

The 2020 regulations in Hertfordshire's commuter market

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 apply to every privately rented home in Hertfordshire, for new tenancies from 1 July 2020 and existing tenancies from 1 April 2021. The fixed installation must be inspected and tested at intervals of no more than five years.

Hertfordshire's rental market is a commuter market: Thameslink through St Albans and Harpenden, the Great Northern through Stevenage, Hitchin and Welwyn, the West Coast line through Watford and Hemel Hempstead, the Metropolitan line through Rickmansworth and Croxley. Tenancies here are long enough for the five-year interval to be missed and short enough for new tenants to arrive often, so both deadlines matter: five years from the inspection date regardless of how long the tenant has been in, and a copy of the report to a new tenant before they move in.

A copy goes to existing tenants within 28 days of the inspection, to a prospective tenant within 28 days of them asking, and to the council within seven days of a request; the penalty for a breach is up to £30,000. A shorter retest interval written into the report overrides the five years, and inspectors commonly write one on unaltered 1950s and 1960s new-town installations.

Garden cities, new towns and Metroland

Stevenage, Hemel Hempstead and Hatfield were built in volume through the 1950s, 1960s and 1970s, and a great deal of that housing was sold under right-to-buy and is now let. The inspection finds original boards with no RCD protection, or a 1980s rewire that is itself now old; original cabling under solid floors whose routing is not obvious; and consumer units in under-stair cupboards that a later kitchen fitter boxed in.

Letchworth and Welwyn Garden City are different again. Their Arts and Crafts and interwar houses had early installations that were replaced long ago, but by several generations, so a single board can serve 1930s conduit, 1960s PVC and additions from the 2000s at once. Both towns have conservation controls that limit surface-run remedial work.

Watford, Rickmansworth, Croxley and Bushey are Metroland: 1930s semis along the Metropolitan line, where unrewired examples keep rubber-insulated lighting circuits behind modern fittings. Watford adds Victorian terraces converted to flats, with the shared-supply problems that conversions bring, and the county's largest market of shared houses.

St Albans and Harpenden carry Victorian and Edwardian property, conservation areas and listed buildings in the St Albans centre, and a long run of loft conversions and rear extensions on high-value period houses in which circuits were added to boards designed for far fewer.

Cheshunt, Waltham Cross, Hoddesdon and Broxbourne, the EN postcodes on the county's London edge, are 1930s to 1960s overspill stock. The newer estates around Hitchin, Baldock, Bishop's Stortford and Ware usually pass, but they turn over quickly and the report has to be with each new tenant before they arrive.

Licensing: Watford, Hatfield and the rest of the county

Watford and Welwyn Hatfield are the Hertfordshire authorities where licensing beyond the mandatory HMO scheme has mattered most: Watford for its large shared-house market, Hatfield for student lets around the University of Hertfordshire. Additional licensing for smaller shared houses has been used in parts of both. Elsewhere in the county the mandatory HMO licence, for a house shared by five or more people from two or more households, is the usual duty.

A satisfactory EICR is normally a condition of any licence that applies, and councils expect it to be produced on request rather than after a search.

Schemes are renewed, redrawn and allowed to lapse, so confirm the current position with the council for your postcode before relying on it. In Hatfield the timing that works for a student house is the summer vacation, so that any remedial work is done before the September intake.

What fails in Hertfordshire's post-war stock

The codes that fail a report are C1, C2 and FI. C1 records a danger present on the day, made safe before the inspector leaves. C2 records a potentially dangerous condition. FI records something that could not be properly assessed and must be investigated further. C3 is an improvement recommended and nothing more; a report of C3s alone is a pass.

An old new-town house can be sound. A report on an unaltered 1960s Stevenage or Hemel Hempstead semi often carries a run of C3 observations and passes, and that is a legitimate result rather than a lucky one.

The failures we record most often across the county are original boards with no RCD protection in Stevenage, Hemel Hempstead and Hatfield stock; rubber-insulated lighting circuits in Metroland semis; boards overloaded by extensions in St Albans and Harpenden; shared neutrals in Watford conversions; and main bonding left behind when a kitchen was moved and the gas and water now enter somewhere else.
