EICR inspections across Surrey
Surrey housing is dominated by large, extended, individually altered houses, and that shapes an electrical installation condition report more than anything else about the county. A four-bedroom detached in Cobham or Esher that started life in the 1930s has often gained an extension in every decade since, and its wiring records each one of them.
Our Surrey work is for landlords meeting the 2020 regulations, for buyers of high-value property who want the installation understood before exchange, and for owners of houses that have grown over decades without ever being looked at as a whole.
The inspecting electrician is qualified to inspect and test, and the report is the full schedule of circuits and observations. On a large Surrey property that schedule can run to several pages, which is the point of it.
The five-year rule on long Surrey tenancies
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 apply to every privately rented home in Surrey. They took effect for new tenancies on 1 July 2020 and for existing tenancies on 1 April 2021, and they require the fixed electrical installation to be inspected and tested at intervals of no more than five years.
In Surrey the way this goes wrong is usually not a forgotten new tenancy but a long one. Family lets in Guildford, Woking or Reigate frequently run for six, eight or ten years with the same tenant, and a report obtained in 2021 quietly passes its retest date with nobody moving in to prompt anyone. The interval runs from the date of the inspection, not from the start of the tenancy, and the length of the tenancy makes no difference to it.
The other deadlines are the same as anywhere in England. A copy of the report goes to existing tenants within 28 days of the inspection, to a prospective tenant within 28 days of them asking, and to the local authority within seven days of a request. A council can impose a penalty of up to £30,000 for a breach. If the report sets a retest date sooner than five years, that earlier date is the one that binds you.

Large houses, long histories: what Surrey installations look like
The defining feature is the second, third or fourth consumer unit. A main board in the house, a sub-board in the garage, another in the loft conversion, one more in the annexe or garden office, each fed by a sub-main of whatever quality the trade who installed it thought adequate at the time. Every board and every sub-main has to be identified, tested and recorded. A property with three boards is not three times the work of one, but it is nothing like the work of one either.
Outdoor installation is the second feature. Garden lighting, pond and pool pumps, hot tubs, electric gates, driveway lighting and car chargers are added by different trades over many years across the Weybridge, Cobham and Esher belt and through the Surrey Hills villages, and they are where a great deal of what we find lives: cable types not suited to burial, runs with no protection at all, and outdoor enclosures that stopped being weatherproof years ago.
Along the commuter lines the picture changes. Woking, Epsom, Ewell, Ashtead and Banstead carry a great deal of 1930s semi-detached housing. Some of it has never been fully rewired and still has rubber-insulated cabling on the lighting circuits behind modern fittings; some of it was rewired in the 1960s or 1970s and is due again.
Farnham, Godalming, Haslemere, the older streets of Guildford and the villages of the Surrey Hills add period and listed property, with timber frames, lime plaster, cables surface-run or in old steel conduit, and conservation status that limits how remedial work can be carried out.

HMO licensing and Surrey's district councils
Selective licensing, under which every rented home in a designated area needs a licence, has been far less common across Surrey's eleven districts and boroughs than in London or on the Kent coast. The licensing duty most Surrey landlords actually meet is the mandatory HMO licence, which applies nationally to a house shared by five or more people from two or more households.
Where a licence applies, a satisfactory EICR is normally one of its conditions, and councils increasingly want it produced on demand. Guildford and Woking, with their shared houses for students and young professionals, are where this arises most often in the county.
Council positions do change, and some Surrey districts have consulted on additional licensing for smaller shared houses. Confirm the current position with the district or borough for your postcode rather than relying on the general picture, and tell us at the time of booking if a licence application is setting your deadline.

When a Surrey property fails
A report is recorded as unsatisfactory if it contains any of three codes. C1 means danger is present and someone could be injured, and the inspector will make it safe on the day. C2 means the installation is potentially dangerous. FI means further investigation is required because part of the installation could not be properly assessed.
C3 is not one of the three. It means improvement is recommended, and it does not make the report unsatisfactory or oblige you to act. On a large, much-altered Surrey installation it is entirely normal for a report to carry a dozen C3 observations and still be a pass.
FI is the code that appears disproportionately on Surrey property, and it is worth understanding. Wiring that runs behind the finished ceilings of an extension, a sub-main buried in the garden without identification, an outbuilding the inspector could not get into: each produces an FI, and an FI has to be resolved within the same 28 days as a C1 or C2, or sooner if the report says so.
The failures we record most often here are unprotected outdoor circuits, sub-boards with no RCD protection, neutrals borrowed between circuits when an extension was wired, and undersized sub-mains to annexes and garden rooms. We quote for remedial work separately and you are free to take the report to your own electrician. If we do the work, the written confirmation of completion is issued in the form the regulations require.

Access, outbuildings and how long it takes
We cover the whole county, including the Surrey Hills villages. The inspecting electrician needs access to every consumer unit, to the meter position, to every room, and to every outbuilding that has a supply. Gated drives, alarm panels, garden offices and pool houses are all routinely locked, so keys need to be arranged before the day.
The supply has to be switched off for parts of the testing, and on a property with several boards that happens more than once. A two or three bedroom house takes between two and four hours; a large detached house with sub-boards and outbuildings can take most of a day.
