EICR inspections in Ipswich, Bury St Edmunds and Newmarket

Our Suffolk coverage is deliberately specific: the area around Ipswich, Felixstowe and Woodbridge; Bury St Edmunds and the villages around it; and Newmarket and the Mildenhall side of the county. Those are the areas we staff, and this page is about them rather than about the county in the abstract.

Between them they contain almost every kind of property an inspector meets: Ipswich's Victorian terraces and waterfront flats, Felixstowe's Edwardian seafront, the timber-framed towns of Hadleigh and Lavenham, Bury's Georgian core and post-war estates, and the stable yards and staff cottages of Newmarket.

The inspection is carried out by a qualified electrician and the report is the full schedule of circuits and observations. On a TT-earthed farmhouse the schedule records the earth electrode reading and the RCD results, which is what a future buyer or insurer will ask to see.

Landlords, service families and holiday lets: who the regulations cover

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 apply to privately rented homes in Suffolk exactly as elsewhere: new tenancies from 1 July 2020, existing tenancies from 1 April 2021, inspection at intervals of no more than five years, a copy to existing tenants within 28 days, to a new tenant before they move in, to a prospective tenant within 28 days of asking, and to the council within seven days of a request. The penalty for a breach is up to £30,000.

The regulations apply to tenancies where the property is the tenant's only or main home, and two Suffolk markets sit at the edges of that. Lets to American service families around the Mildenhall bases are ordinary tenancies and are fully covered, and the base housing offices commonly expect current safety certificates in any case. Holiday lets around Felixstowe and Woodbridge are not tenancies in the regulations' sense, so the 2020 duty does not apply to them, but insurers and letting platforms increasingly ask for an in-date EICR and the duty of care to guests does not go away.

If the report sets a retest date sooner than five years, that date binds. Rural installations on their own earth electrode are the ones most often given a shorter interval.

Timber frames, TT earthing and stable yards

Much of rural Suffolk is fed by overhead lines that provide no earth from the network, so the property relies on its own earth electrode, a TT system. On a TT installation RCD protection is not a refinement but the means by which an earth fault is disconnected at all. A rusted rod, a corroded connection at the electrode or a board with no RCD is a C2 at best, and it is the single most common serious finding on rural property in the county.

Hadleigh, Lavenham, Long Melford, Woodbridge and the centre of Bury St Edmunds are timber-framed and listed. Lime plaster and oak frames mean cables surface-run, in old steel conduit, or threaded through voids nobody can now inspect, and listed-building consent shapes what remedial work can look like.

Ipswich has Victorian terraces, many converted to flats or let as shared houses for students at the University of Suffolk, waterfront apartments from the 2000s with communal services, and interwar estates. Felixstowe brings Edwardian seafront flats, salt-air corrosion in external enclosures and garage supplies, and a port-town rental market.

Newmarket is stable yards and stud farms: outbuildings, three-phase supplies, and staff cottages tied to the yard. The domestic report covers the dwelling and the circuits supplied from it; the yard itself usually needs its own inspection, which we quote separately. Bury's post-war estates and the new-build growth around Stowmarket and Needham Market are more conventional, and usually quicker.

Around Mildenhall there is a large and fast-turning market of lets to American service families in 1960s to 1990s houses, where tenancies follow posting cycles and the report has to be with each new household before they arrive.

HMO licensing in Ipswich and the district councils

The licensing duty that matters most in Suffolk is the mandatory HMO licence for a house shared by five or more people from two or more households, and Ipswich's student and shared houses are where it arises. Some Suffolk authorities have used or consulted on additional licensing beyond the mandatory scheme; confirm the current position with the council for your postcode.

Where a licence applies, a satisfactory EICR is normally a condition and is expected to be produced on request.

When a Suffolk installation fails

An unsatisfactory report is one containing a C1, a C2 or an FI. A C1 is danger present, with a risk of injury, made safe on the day. A C2 is a potentially dangerous condition. An FI is something that could not be properly assessed on the day and needs further investigation, which on a rural property is often an earth electrode that could not be reached. A C3, improvement recommended, does not fail the report and carries no obligation.

A long list of C3 observations on an old but sound farmhouse or terrace is a pass, and a legitimate one.

The failures we record most often in Suffolk are TT installations with no RCD protection or a failed earth electrode; corroded external enclosures at Felixstowe; surface-run cabling in timber-framed houses that has been damaged or was never protected; outbuilding supplies at yards run on cable not rated for the distance; and shared supplies in Ipswich conversions.

Twenty-eight days from the inspection is the limit for remedial work, or less if the report specifies. We quote for it separately and there is no obligation to use us. On a listed building we quote methods that can be carried out within consent. If we do the work, the written confirmation of completion is issued in the form the regulations require.

Rural access, listed buildings and where we travel

Our coverage is roughly fifteen miles around Ipswich and Bury St Edmunds and twelve around Newmarket. The inspecting electrician needs access to the consumer unit, to the meter position, to every room, and to any outbuilding with a supply. On a TT installation we also need to find the earth electrode, so if you know where the rod is, say so.

Tenants need to know in advance that the power will be off for parts of the testing. A typical two or three bedroom property takes between two and four hours; a rural property with outbuildings takes longer, and a yard is inspected separately.

Access is the usual cause of delay on a tenanted property. Lets to service families come with the base housing office's own paperwork, which we are used to, and Ipswich student houses are best inspected in the vacation.
