EICR inspections across London

London's rented housing is unlike anywhere else's. Most of it is flats carved out of buildings that were designed as single houses, sharing intakes, meter cupboards and sometimes circuits with their neighbours. An electrical installation condition report here is as much about establishing where one dwelling's installation stops and the next begins as it is about the condition of the wiring.

We inspect across all 32 boroughs and the City for landlords with converted flats, shared houses, ex-council flats and purpose-built apartments; for buyers of leasehold flats who want the installation understood before exchange; and for freeholders who need the picture across a whole building.

The report is the full schedule of circuits and observations, prepared by a qualified electrician. In a converted flat the schedule is also the document that records which circuits are yours, which is often the first time anyone has written that down.

Deadlines that bite in a high-turnover market

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 apply to every privately rented home in London, for new tenancies from 1 July 2020 and for existing tenancies from 1 April 2021, and a 2025 amendment extended the same duty to the social rented sector. The fixed installation must be inspected and tested at intervals of no more than five years.

London tenancies turn over faster than anywhere else in England, and the deadline that catches London landlords is the one attached to a new tenancy: a copy of the current report has to be given to the incoming tenant before they occupy the property. With voids measured in days rather than weeks, an out-of-date report discovered at the check-in is a problem with no comfortable answer.

The rest follows the national pattern. Existing tenants get a copy within 28 days of the inspection, a prospective tenant within 28 days of asking, the borough within seven days of a request. The penalty is up to £30,000 for each breach, and London boroughs have been among the most active enforcers in the country. A shorter retest interval written into the report overrides the five years.

Converted flats, mansion blocks and ex-council stock

The Victorian or Edwardian house converted into flats is the defining London case. Circuits that cross flat boundaries because a landing light or a boiler was wired from whichever board was nearest; a landlord's supply for the hall and stairs that nobody is quite sure belongs to whom; a neutral borrowed from the flat below when a kitchen was added; and a sub-main from a single intake that was sized for one house and now feeds three homes. The first job is to establish what the flat's installation actually is. The second is to test it.

Purpose-built mansion blocks from the Edwardian and interwar years bring rising mains, lateral supplies and distribution boards in communal cupboards that the managing agent controls. Some 1960s and 1970s blocks carry aluminium conductors or steel conduit systems that need to be understood before they are tested.

Ex-local-authority flats, bought under right-to-buy and now let privately, sit in system-built blocks whose electrics were designed for one landlord with one maintenance regime. The flat has often had no regime at all for decades, and the original 1960s or 1970s installation is frequently still in service.

Newer apartments in Docklands, Stratford, Nine Elms, Wembley and central Croydon usually pass, but they raise questions about communal charging, heat networks and metering that an inspector needs to answer before signing anything.

The most common confusion in London is the communal parts. The regulations cover the installation inside the premises you let. The hall, stair and external lighting and the building's supply belong to the freeholder or the management company and are inspected separately. Where a freeholder instructs us, we inspect both.

Thirty-two boroughs, thirty-two licensing regimes

London has by far the densest licensing landscape in England. Beyond the mandatory HMO licence for larger shared houses, a large number of boroughs run additional licensing for smaller ones, and some run selective licensing borough-wide or ward by ward. Two properties a mile apart can face different rules, and a property can move in or out of a scheme when it is renewed.

Licence conditions almost always require a satisfactory EICR, and many require it to be produced within a set number of days of being asked. Boroughs do check, and a licence application with no report behind it is one of the more common reasons we get a call with a deadline attached.

We do not publish a borough-by-borough list because it would be wrong within months. Confirm the current position with the borough for your postcode, and tell us when you book if a licence is what is driving the date.

What an unsatisfactory London report usually contains

Three codes make a report unsatisfactory. C1 records a danger present on the day, with a risk of injury, and the inspector will make it safe before leaving. C2 records something potentially dangerous. FI records a part of the installation that could not be properly assessed and needs further investigation. A C3 records a recommended improvement, does not fail the report, and does not oblige you to do anything.

In London conversions the failures follow the building. Neutrals shared between flats. No RCD protection in a flat last touched in the 1980s or 1990s. A sub-main too small for what now hangs off it. Main bonding absent in an upper flat because the gas and water enter the building somewhere else entirely. A landlord's supply fed, without anyone noticing, from a tenant's board. A cooker circuit extended to serve a second kitchen.

Remedial work has to be completed within 28 days of the inspection, or sooner if the report says so. In a converted flat some of that work touches communal parts or needs the freeholder's consent, so the conversation with the freeholder or managing agent should start the day the report arrives, not the week before the deadline. Parking, permits, keys and meter cupboards

We cover all 32 boroughs. The inspecting electrician needs access to the consumer unit, to the meter position, and to every room. In London the meter position is very often a communal cupboard locked by the managing agent, and a locked cupboard is the single most common cause of an abortive visit in the capital. Arrange the key before the day.

The supply is switched off for parts of the testing, so tenants need to know in advance, and in a shared house every occupant does. A one or two bedroom flat takes between an hour and a half and three hours; a large HMO takes longer.

Most of London is a controlled parking zone. A visitor permit or an arranged space means the inspector starts on time rather than after circling the block, and telling us about a concierge, an entry system or a key safe when you book removes the usual delays at the door.
